Police said two men approached the victim and fired several rounds.
The woman had history as a victim of domestic violence, police sources said.
It was not immediately clear if the man was targeted or struck by a stray bullet.
CBS2 learned one person was taken into custody, but it's unclear if that was the shooter.
Police released surveillance video of a white car driving up and someone inside shooting the teenager.
It happened around 4:15 p.m. Friday near East 156th Street and Jackson Avenue in the Melrose section.
"I want everyone to know that the NYPD vows to never let up on our enforcement efforts," said NYPD Chief of Patrol Jeffrey Maddrey.
Police said the victim died at the scene in Far Rockaway. The investigation continues.
