In just February alone, there have been four wrong-way crashes on highways around the Pittsburgh region.
Route 28 was shut down between the Millvale and Etna exits.
PennDOT said that drivers may experience residual delays and should use caution in the area.
A police chase ended with the arrest of two men right off Route 28 on Monday.
The ramp to Rt. 8 from the southbound lanes of Rt. 28 will be closed until the end of the month.
The heavily-traveled roadway in the Pittsburgh area will have a posted detour as ramp work is set to begin next week.
The crash happened near the North 8 Etna/Butler interchange.
Sensors, lights, arrows, and cameras will be installed in an effort to prevent wrong-way crashes on the heavily traveled highway.
Expect to see some orange cones on Route 28 this year.
An investigation into the incident is ongoing.
Cleanup crews are now monitoring the waterways after a tanker truck crash spilled more than 2,000 gallons of diesel fuel.
The roadway reopened around 3 a.m. on Wednesday.
Crews cleared the scene shortly after 11:30 a.m.

The council said if something can't be done with the bridge, they will have to work on creating some sort of barrier for the trail itself. KDKA's Chris Hoffman reports.
