In New York City, the pre-applications for a $35 license can be submitted online on the City Clerk's web site only.
The special election for the 9th congressional district will be held on September 13 to coincide with the state's primary elections.
Gay and lesbian couples can legally begin pre-applying for a $35 marriage license starting July 5. On July 25, New York State will begin issuing those licenses.
