"I lost a brother. My siblings lost a brother. My parents lost their child, their youngest child," Kedeemah Morris said.
The confrontation, which involved as many as 50 teens, was believed to be about a fight over a girl.
The victims were all struck by gunfire in two separate shootings in Brooklyn and Queens.
Despite requests that the men be held in jail until officers from ICE could pick them up, local law enforcement in both states released the suspects back into the public.
Police have made additional arrests in the death of a teenager on Long Island.
