The shooting happened at a block party in Gary just after midnight, according to police.
"They will certainly be required to be a little bit more guarded, in terms of how they deploy officers and more importantly, when encountering potential suspects in any particular instance."
The cause of the fire is under investigation.
Police gave few details but said the suspect with the gun was "making the residence unsafe."
"It hurts my heart the fact that it's going on seven years and we haven't gotten any answers."
