An early morning shooting on the Eisenhower Expressway on Chicago's Near West Side left a 25-year-old man dead and shut down the Paulina Street ramp for several hours on Thursday.
The trooper in a fully marked squad car with its emergency lights activated was stationary on the ramp after responding to a report of a tire in the roadway, ISP said.
Four of the five incidents were in the greater Chicago area, and three involved violations of the Move Over Law, also known as Scott's Law.
The pedestrian was standing outside of their car following a previous crash when they were struck by a passing vehicle.
