Just before 4 a.m. Sunday, officers responded to a call that a man was shooting at unoccupied vehicles, Denton PD said.
Authorities had considered charges against her sister for violating a court order and taking her across state lines.
The suspect allegedly purchased and used cleaning supplies to "tamper with the crime scene," according to police.
Taylor Lambert, 29, and Matthew "Hunter" Clark, 38, allegedly sold fentanyl to the victim before her death, Denton PD said.
Denton police said the suspect, 23-year-old Jordan Hagen, met the victim through an online chat room.
Police said a parent and their child reported the North Texas youth director on Aug. 28.
The Denton Police Department said the 4-year-old reported missing has been found safe.
The suspects are currently in the City of Denton Jail. Their bond has not been set.
