A caller reported the incident just off Baja Bear near the dam at the north end of the lake, Texas Game Wardens said.
Officers responded to the 4100 block of Surfside Ct at about 12:10 p.m. after a resident reported seeing someone floating in the water.
The girl's father, Will Robinson, a well-respected high school coach from Durant, Oklahoma, did not survive.
"My family is going through it now."
The incident occurred around 7 p.m. Sunday in the 3700 block of Pockrus Page Road, near Interstate 35E on the city's south side.
"None of the victims were wearing a life jacket, that's the most important thing," said Lt. Jason Jones, a Texas Parks and Wildlife game warden.

A 14-year-old from Duncanville drowned in Lewisville Lake Saturday afternoon, authorities confirmed.
The Lewisville Fire Department dive team recovered the body around 8 p.m. Monday, according to Texas Parks & Wildlife.
The incident is part of a concerning number of drownings in North Texas this summer.
"I hope that anyone would have done what I did," said Jacob Bell.

The child was taken to Cook Children's Hospital, where he was pronounced dead in the emergency room.
