Police said that the suspect is a known street gang member.
Giovanni A. Saldivar, 19, was charged with two counts of attempted murder of a police officer, aggravated battery with the use of a firearm, and aggravated discharge of a firearm.
Police did not specify what the relationship was believed to be between the shooting and the crash.
Chicago police said a 14-year-old boy suffered multiple gunshot wounds to his body, including his neck, one to his chest, two to his back, and one to his left hand.
