Better known as "Johnny Doc," Dougherty is accused of embezzling money from IBEW Local 98.
Dougherty, also known as Johnny Doc, a former IBEW Local 98 leader, is accused of embezzling money from the union. He was convicted on fraud charges in 2021.
The former councilmember and IBEW Local 98 political director was convicted in a bribery and corruption scandal.
Dougherty and his nephew, Gregory Fiocca, were indicted by a federal grand jury for extortion and conspiracy.
Bobby Henon, the Philadelphia councilman who was convicted last November in a bribery and corruption scandal involving labor union boss John Dougherty, has announced his resignation from the council.
