The teen, whose name has not been released, is being held on $25,000 cash bail or $50,000 bond.
The incident happened on Sept. 23 in Malverne Park.
Police say a woman was sitting in her car in the parking lot when the suspect approached her and asked her for directions.
Authorities say the suspect killed the teens on March 3, 1995. Both were shot in the head on the roof of an East Harlem high school.
It happened on Sept. 20 at the Express Deli and Tobacco on the corner of Graham Avenue and Boerum Street in Williamsburg.
