Quentin Batteast, 39, of Chicago, was charged with felony counts of attempted first-degree murder and aggravated battery with discharge of a firearm.
It happened Saturday around 9:45 p.m. in the 5800 block of West Cornelia Avenue in the Portage Park neighborhood.
The victim approached the person on foot, who then pulled out a gun and fired shots at the victim, police said.
Chicago police said the teen was standing near the sidewalk when a dark-colored sedan approached and someone from inside pulled out a gun and shot at him.
The teen was hit in the shoulder and was taken to the University of Chicago Medical Center, where he later died.
