"It is very hard to convince Cooper that he will be happy again. Of course, we are beyond grateful for his survival, and we know others weren't as fortunate, but we want people to know his path/our path will be a very long and hard road," Cooper's family said.
"I wanted to be able to process this with my own children and family and I thought what better way than to put it in a book and to really highlight the beauty that's come afterwards," Maggie Schmieder said.
The proposal also calls for bans on body armor and high-capacity ammunition cartridges and magazines.
A proposed resolution is going before the City Council Monday night.
