Two trucks were involved in the crash in the westbound lanes of IH 820. The driver of one of the trucks died at the scene.
"It was definitely like a movie scene," said resident Enrique Orozco.
The police department said dispatch received a 911 call requesting to "send police at the Heritage Apartments," before abruptly hanging up.

Officers soon discovered John Garcia had active felony warrants and was on parole for previous weapon and drug-related charges.
Deputies were serving a warrant on Twin Oaks Drive near Denton Highway, just north of North Loop 820.
"Starting with only a blurry picture of the suspect vehicle, detectives began the tedious process of developing leads."
Sergeant First Class James Moreland, a 22-year-old Green Beret, now known as Special Forces, went missing in action on February 7, 1968, during the Vietnam War.
