More than a dozen residents along the Kankakee River in Will County were evacuated after an ice jam break caused significant flooding in Wilmington.
The National Weather Service is warning of potential flooding of roads and buildings along the Kankakee River between Wilmington and Phelan Acres.

The level of ice has been decreasing along the Kankakee River days after frigid temperatures led to an ice jam and flooding. But as the ice decreases, there are even more flooding concerns for residents along the river.
"We can't get inside his head. We just don't have any clue as to why he did what he did," Joliet Police Chief Bill Evans said.
