Tony Briceno Vizcaya, 23, was charged with aggravated battery with discharge of a firearm and aggravated unlawful use of a weapon.
This comes following a report of shots fired just before 2 a.m. on 131st Street near South Evans, police said.
The 13-year-old was found at the Roosevelt station, in the 0-100 block of East Roosevelt Road.
Video of the three suspects shows them in the 3000 block of West 80th Street on Dec. 17, just before 11 p.m.
