The driver and one other passenger escaped with minor injuries.
One of the cars ended up on the train tracks and was struck by the train.
Police say a black female wearing all black was walking in the roadway of eastbound I-80/94 just east of Broadway Tuesday night.
All except the right lanes are blocked as a result.
"Everybody has just come together to support this family. Last night, we gathered together at 7 o'clock. About 200 people showed up to pray the rosary," Father Burke Masters said.
ISP said the driver of a Ford Transit Z50 was traveling eastbound and attempted to pass a Freightliner truck-tractor semi-trailer on the single-lane ramp from Mannheim.
The trooper was inside at the time of the crash. Both the trooper and driver of the Ford were not hurt.
Michael Trinka, 33, has been arrested and charged with 12 counts of aggravated DUI, according to Illinois State Police.
