The gunman was sentenced to 90 consecutive life sentences in July. He could still face the death penalty.
The child who was killed is the youngest homicide victim this year. A woman was also shot, but she survived.
"There are additional patrols already being added to the area around Fair Park during the State Fair."
The 2019 attack was the deadliest of a dozen mass shootings in the U.S. linked to hate crimes since 2006.
It started before 2 p.m. when witnesses saw a man leaving one of the Frazier Court apartments with a gun. A man who says his niece rented that apartment told us she opened the door and was immediately shot and killed. The gunman was then seen by witnesses getting into a vehicle where they say he drove to a nearby self-service car wash and opened fire there, injuring others.

A woman was also inside the vehicle when the crash happened, but she was not injured. No officers were injured.
The victim was identified as 17-year-old student Skylar Ashton Marquel Linson.
