The new force is expected to provide passengers with immediate protection until police can get involved and make any necessary arrests.
In a social media post published Monday, the Plano Police Department wrote that David Zandstra had been listed in a news article as "one of the places this monster could have lived."
A Heat Advisory is in effect through 8 p.m. Tuesday for areas west of I-35.
