"It was like, he was bent on, if not killing us, at least doing some kind of damage."
Officers responded to a call in Northwest Fort Worth Saturday morning, finding a man's body in the street.
"As soon as I pulled up next to him, he was holding a firearm out of the window," said the victim, who did not want to be identified.
The department says it has obtained an arrest warrant for the suspect.
The investigation is ongoing.
