"The term comes from the scalps ... where people were essentially paid a bounty in cash for the scalps of Native American men, women and children," Flanagan said.
"Five years ago, we gathered outside TCF Bank Stadium to encourage the retirement of the Washington NFL team name," Mille Lacs Band Chief Executive Melanie Benjamin said. "Since then, nothing has changed."
Washington signed Josh Johnson earlier this week after saying there was discussion about Kaepernick, but not enough time to familiarize him with the system.
The Washington Redskins host the Dallas Cowboys in an NFC East matchup for the division lead.
