Gov. Andrew Cuomo started his daily coronavirus briefing with a moment of silence for all who've fallen and are being honored on Memorial Day.
The governor said Long Island is on track to reopen on Wednesday.
City councilman Mark Levine, chair of the health committee, tweeted, "This shocking order, forced by a lawsuit, changes nothing about the risks associated with group gatherings - especially those held indoors."
For the first time during the coronavirus outbreak since March, New York State saw less than 100 death in a 24-hour period linked to coronavirus-related illness, and other numbers suggest Long Island could be ready to start reopening by Wednesday.
Gov. Andrew Cuomo made the assessment about Nassau and Suffolk counties, as well as the Mid-Hudson region, during his Friday COVID-19 briefing.
The order allows "any non-essential gathering of ten or fewer individuals, for any lawful purpose or reason."
More than 4,300 recovering coronavirus patients were sent to New York's already vulnerable nursing homes under a controversial state directive that was ultimately scrapped.
The metrics or targets would need to keep trending favorably with sustained downturns in hospitalizations, ICU admissions and positive tests.

A day after the World Health Organization announced the worst 24-hour increase of more than 100,000 new COVID-19 cases since the global outbreak began, New York State had it's best number with only 246 new confirmed infections.
Gov. Andrew Cuomo said coronavirus numbers are "headed in the right direction" but data shows most new cases are coming from low income and communities of color.
"New York will be a full partner. Anything we can do to make it happen and make it happen safely, we will," he said.
The Governor said at his daily coronavirus briefing that the state is willing to work with teams on having them return to play as long as they do it safely and without fans.
With thousands out of work due to the economic shutdown of the region due to the coronavirus outbreak, New York's governor is hoping some unemployed or those looking for more work will join the scientific follow-up fight as contact tracers.
The governor says New York is now completing 40,000 tests per day, and he wants that to increase.
"The new problem is we have more sites and more testing capacity than we're using," Cuomo said. He said New York is now conducting 40,000 COVID-19 tests per day at 700 testing sites.
Improving COVID-19 are allowing more reopening on at hospitals in two counties in downstate New York as well as horse and auto racetracks across the state, though fans won't be in the stands.
It may not look like the summer Long Islanders have come to love, but there will be a form of a beach season in New York.
The governor says five regions upstate and in Central New York will begin Phase One of reopening on Friday.
State senators say they are hopeful a plan can be hashed out to open New York's beaches, perhaps in early June.
"We're basically right back to where we were before we started this horrific situation," Cuomo said.
"You're having already some salons, $30,000, $40,000 of debt," said Floribel Thomas of the Salon Operators Association.
