It's a welcome relief to many parents of disabled children, who say they cannot wait any longer for these vital services.
The mayor insists it is working, but many think it is making things worse.
Cuomo said New York should lead the charge "as the progressive capital."
Seven upstate regions have already entered Phase 2. As of Thursday, restaurants there can reopen for outdoor dining.
Cuomo again made it clear there is a distinct difference between those protesting peacefully, which he supports, and "opportunists" hellbent on looting and causing mayhem.

The governor says the looting and property damage done in the city last night was inexcusable.

Days of protests have been a challenge for the NYPD, and there are questions about how the department has handled it and how they will handle future protests.
The NYPD said more than 400 people were arrested overnight, several police officers suffered non-life-threatening injuries and roughly a dozen police vehicles were damaged.
The governor said protests, outrage and frustration are all appropriate but demonstrations need to be smart.
"We're doing better than we've ever done before," said Gov. Andrew Cuomo.
There were an additional 56 deaths, the governor announced.
Cuomo said he's seen "a lot of disturbing video" about the protests, and that Attorney General Letitia James will be reviewing the entire weekend's protests.
"We have to do work to do still, but we'll get it done by June 8," he said. "We're going to be focusing this next week on the hospital system."
"They gave their lives, because we asked them to show up for us and they did. Let's learn from their example. Let's understand what they did," Cuomo said.
"Reopening in New York City is more complicated, as we know. But we are on track to meet all the metrics," Cuomo said.
