The shooting happened in the 3800 block of West Gladys Avenue around 10:42 a.m.
In each incident, the victims have agreed to buy a cellphone on Facebook Marketplace – only to be robbed at gunpoint when they arrive at the location to which they're directed.
The teen was arrested on Wednesday around 1:28 p.m., in the 2600 block of West 12th Place. He was charged with one felony count of aggravated robbery with an indication of a firearm.
The West Side festival announced it will be a little later this year and will run from Sept. 20 through 22, at Douglass Park.
