Chicago police said a 46-year-old man and another male of unknown age were on the sidewalk when an unknown offender shot them.
No suspects have been arrested. Area 4 detectives were investigating.
The boy took off, but was arrested by police minutes later.
Officials say the man had shot himself and was pronounced dead.
The crash happened around 1:20 a.m. in the 400 block of South Cicero Avenue.
Chicago police say officers responded to a traffic crash and located an unoccupied black SUV that struck the building.
