Marko Niketic was killed in the crash, and three others were hurt, including his girlfriend, just days before their senior prom and three weeks before graduation.
Police said a patrol cruiser with two officers inside collided with a gray van at the intersection.
Two officers and the driver of a van were taken to the hospital but is expected to be okay.
Police also say that surveillance video shows the victim tripped just before the crash and was lying in the road.
Jaime Torres Jr., 20, was arrested in the 200 block of East Huron Street around 3:17 a.m. on Thursday.
Surveillance video from that business shows a police officer pulling into the camera's frame six seconds after the crash.
It's unclear what caused the crash, but a witness said they saw someone run from the wreckage into a nearby business. At least one person was arrested.

Isaiah Gracia, 19, of Schererville, is facing charges including operating a vehicle while intoxicated, driving while suspended prior to conviction, reckless driving, and minor in consumption of alcohol.

Illinois State Police said two passengers were killed when Isaac Espejel crashed into a concrete median barrier on I-57 while speeding and driving under the influence.
