The order from Judge John Chupp also specifically instructs the district to inform employees of the injunction, and let them know violations could come with sanctions.
Both challengers - former State Republican Party Chair Allen West and former State Senator Don Huffines of Dallas - have questioned the governor's policies and conservative bonafides.
The law gives citizens the right to file civil suits and collect damages against anyone aiding an abortion - including those who transport women to clinics.
"There was a very complicated set of issues here that it just did not want to resolve quite yet," said SMU Constitutional Law Professor Dale Carpenter.
"This is very exciting for the pro-life movement," said Ashley Leenerts, a legislative associate for Texas Right to Life.
