William Tinkler, an unemployed 62-year-old former dance teacher and soldier, was charged in September 2012 with four counts of cruelty to animals, four counts of violating an owner's duties and one count of improper disposal of dead animals, all misdemeanors.
Search warrants were executed Thursday at the home and office of state Rep. Keith Farnham, by agents of the Immigration and Customs Enforcement's Homeland Security Investigations as part of an "ongoing investigation."
The charges were filed in a sealed complaint last week in U.S. District Court following an investigation that began in September 2012, according to the statement, which alleges that all the suspects are gang members.
