The tape showed the driver's license plate, which lead them to a suspect.
The 45-year-old suspect is jailed awaiting formal charges.
The alleged victim called 911 Tuesday morning to report the incident.
The victim was last listed in critical condition at Royal Oak Beaumont hospital.
An incident of apparent road rage ended with one driver under arrest and another, who was armed with a baseball bat, in critical condition.

Samuell Smith, 23, is charged with assault with intent to murder.
The suspect and his passenger were described only as males around 20 years old.
"We also noticed some signs in his home of possible mental illness," said MSP Lt. Mike Shaw.
