Ronald L. Allen once ran an insurance agency in the Austin area and had kept ties with the neighborhood, family members say. CBS 2's Suzanne Le Mignot reports.
At 2:20 a.m., he was going through the 1300 block of North Laramie when someone opened fire and he was hit in the side, according to Chicago Police.
