"Speaker Madigan needs to come forward and testify," Illinois State Rep. Grant Wehrli (R-Naperville) said.
The speaker stressed that his decision not to appear before the committee does not mean he is invoking his Fifth Amendment rights, and again insisted he has done nothing wrong.
