The new ordinances include an earlier 11 p.m. curfew for people under the age of 18 and a ban on backpacks on the boardwalk after 8 p.m.
The ordinances were introduced at a meeting on June 1 after the city reported numerous issues involving young people over Memorial Day weekend.
The possible change comes after officials announced the beach would close early following a hectic Memorial Day Weekend.
For more than four decades, the Cape May County Park & Zoo has been welcoming visitors.
The council unanimously passed the proposed ordinances on a first reading, but in order to take effect, the ordinances must pass a second round of votes in two weeks.
