The fund was established at the Community Foundation of Greater Flint with an initial donation from Dr. Mona Hanna-Attisha, whose research on elevated blood lead levels among Flint children demonstrated the severity of the crisis.
"I thought the water was OK, and I was giving it to my dogs," said Katie Jobe, a Flint resident who brought Missy and Molly in for testing after discovering spots on Missy's hindquarters.
Flint's former administrator says she was fired after discovering the mayor was trying to guide donors to a campaign fund instead of a charity for families with lead-tainted water.
The $285 million project, which is still under construction, has yet to deliver a drop of water.
Rep. Eileen Naughton, a Warwick Democrat, says the lead contamination crisis in Flint, Michigan, motivated her to sponsor the bill.
The crowd cheered as the President paused, cleared his throat, and asked: "Can I get some water?"
Speaking over waves of boos, Gov. Rick Snyder said he's sorry about Flint's contaminated water crisis.
During meeting, at a food bank early in the afternoon, the president spoke for about 15 minutes before taking a drink from a glass.
"Obviously we've got important things here in Michigan that I view as my priority so I'm keeping my head down, working on those."
"The fact that something like this happened in a community that is so economically disadvantaged is something that troubles the president," White House spokesman Josh Earnest said Tuesday.
One expert alleged such choices wouldn't have been made if its population "was well-off or overwhelmingly white."
The grant will help researchers predict which homes are likely to have water with high lead levels without physically testing it.
The expanded health coverage will apply to people under 21 who used Flint's water system from April 2014, when the city switched its water source, until the time it is deemed safe again.
Obama is due to receive a briefing on the federal effort to assist in the cleanup and to hear directly from Flint residents about the toll the contamination has had on their health and their lives.
