Footage captured from a helicopter shows the suspect sedan speeding along a highway and in residential areas, dodging traffic and, at one point, driving in the wrong lane.
The department said at about 7:20 p.m., officers were called to the lake in response to a reported drowning.
The suspect, identified as 30-year-old Mark Williams, of Grimes, Texas, is facing multiple charges, including aggravated assault with a deadly weapon.
Officials said, at about 4 a.m., an officer who was traveling westbound along I-30 near the Arlington and Grand Prairie line spotted a disabled vehicle in the main lanes.
Investigators have released few details about the case, citing child abuse confidentiality laws and an ongoing inquiry.
Grand Prairie PD said spike strips were used to disable the SUV, and the suspect crashed near a post office at I-30 and Hampton in Dallas.
