Rajuan Barnes-Harvey, 18, of Chicago was arrested on Tuesday in the 1900 block of West 51st Street in Cicero.
She escaped by running around him to a crowd of parents at a nearby elementary school. The offender attempted to run after her before leaving the area.
The 14-year-old was near Pensacola and long when a man roughly in his 40s, wearing a professional camera tried to say "hi" to her multiple times, according to police.
A 28-year-old man was traveling in his car when he was involved in an argument with another driver while in traffic.
Derrick Bearden, 19, of Cicero was arrested by Chicago police on Tuesday, in the 2600 block of South Carolina Avenue.
