A large rock slide closed both directions of Highway 40 near Milner in Routt County on Wednesday morning.
Police said the shooting happened on a bus near 15th and Tremont.
Deer Creek Canyon Park, Rattlesnake Gulch and Black Bear trails have been closed until further notice.
