Joseph DeAngelo's victims and their families will get a chance to speak in court when DeAngelo is sentenced in mid-August.
DeAngelo, a former police officer, was arrested April 24 in the Citrus Heights area of Northern California.
DeAngelo is on suicide watch in the psychiatric ward of the county jail and has been quietly talking to himself, said Sacramento County Sheriff Scott Jones.
