The Attorney General's office is also investigating the water crisis to determine what, if any Michigan laws were violated.
The crisis began after officials switched the water source in 2014 while under state financial management, and the tap water became contaminated with lead.
"There's no evidence of community-based transmission," says Eden Wells, Chief Medical Officer for the Department of Health and Human Services.
"We also need federal assistance as we continue to cope with this man-made water disaster," said Mayor Karen Weaver.
Gov. Rick Snyder has activated the National Guard to help distribute bottled water and filters in Flint, as the city confronts a drinking water crisis.
"No parent should have to worry that their kids' water isn't safe," Clinton said.
State officials say at least 43 Flint residents have tested positive for elevated blood lead levels, 30 of whom are children.
High lead levels in the water supply prompted Snyder to declare a state of emergency earlier this week.
