Detectives said on Oct. 2 around 1:21 a.m., the men approached the passenger, implied they had a weapon, and demanded their property.
Illinois State Police said around 4:45 a.m., troopers responded to multiple calls of a wrong-way driver on I-94 traveling southbound in the northbound lanes near Roosevelt.
Police say an unknown offender broke the front window and gained access to the building.
Chicago police arrested 38-year-old Luke Wood Saturday, in the 2600 block of Grand Avenue in Waukegan, Illinois.
The department is hosting its annual Fall Festival in Jefferson Park Sunday afternoon.

The robberies happened between 12 a.m. and 1 a.m. in the Bridgeport and McKinley Park neighborhoods.
