A crash involving a car and bus snarled traffic into the tunnel for the morning commute.
Port Authority Police say the driver who caused the crash tried to leave the scene, but their car became disabled, and police found them.
The Port Authority closed the tunnel's south tube for about three hours Sunday morning for the 3.1-mile race.
