Police said, in each of the robberies, someone lured the victims to locations on the Southwest Side by placing an item for sale on Facebook. When the victims arrived, two armed robbers stole their property at gunpoint.
The Merchandise Mart also will be lit up with the 5th annual ART on THE MART show for New Year's Eve.
"Governor Abbott is determined to continue to sow seeds of chaos," Mayor Brandon Johnson said.
The ages of the victims range from 19 to 54.
Police said a group of three to four armed robbers held up rideshare drivers at least seven times between Dec. 3 and Dec. 24 as the drivers were either dropping off or picking up passengers.

Police said a 16-year-old boy carjacked a 78-year-old woman at gunpoint near 76th and Eggleston.
A man got out of a black Jeep at Kimball and Balmoral avenues, and grabbed a 14-year-old on Wednesday afternoon.
Police said the victims were crossing the street at Clark and Chicago, when a black Nissan hit both of them and kept going.

The move comes after a bus carrying 38 migrants showed up unannounced earlier this month at the Metra station in Elburn, where migrants boarded a train to downtown Chicago.
