He said the state party's "screwup" in handling the results of the Iowa caucuses has been "extremely unfair" to Iowans and the candidates.
According to the campaign, the January cash haul comes from 1.3 million donations by more than 648,000 people.

Parscale also commented on the Senate impeachment trial of President Donald Trump, saying it "excites" his base.
"He said I was unqualified. I had a lot more experience than he did, and got a lot more done than he had, but that was his attack on me," she told The Hollywood Reporter.
"It is absolutely not my view that Joe is corrupt in any way. And I'm sorry that that op-ed appeared," Sanders told CBS News.

They addressed a disputed December 2018 meeting, during which Warren claims Sanders told her a woman couldn't win in 2020. After the debate, the two candidates appeared to have a tense conversation caught by cameras.
"Among the topics that came up was what would happen if Democrats nominated a female candidate. I thought a woman could win; he disagreed," Warren said in a statement Monday.
Both Elizabeth Warren and Bernie Sanders will be at Tuesday's debate.
