Chicago police said the officers were responding to a call for service in a marked vehicle heading northbound on Central Avenue when they lost control of the vehicle, causing it to roll over in the street.
The robberies happened during the evening hours between May 9 and 21.
In each incident, police said the man entered the retail businesses while armed with a handgun or rifle and demanded money from the registers.
The victims, a 33-year-old man and a 30-year-old woman, were standing outside when someone inside a black sedan pulled up and fired shots at them.
The teen was arrested on Thursday in the 1100 block of South Hamilton Avenue by Citywide Robbery Task Force members.
