The protests coincide with a festival and parade in Washington, D.C., to commemorate the 250th anniversary of the Army.
What started out as peaceful, with just chants and signs, was soon declared unlawful by Dallas police.
San Antonio Mayor Ron Nirenberg and San Antonio Police Chief William McManus both said the city has a plan to support peaceful demonstrations while ensuring public safety, alluding to a planned protest Wednesday night at the Alamo and another planned for Saturday.
"We've seen the action of ICE ramp up around the country. We've seen the dirty tactics of abducting, ambushing people in the hallways of courtrooms," said Noemi Jimenez, with Vecinos Unidos.
The shutdown comes after officers had a showdown with a protest against ICE and immigration tactics.
"A lot of this is mere speculation, and it was the unfortunate effect of causing fear in some parts of our community, and that's what I don't want to happen," Fort Worth Councilman Carlos Flores said.
