Robert Floyd, 27, was arrested by Chicago police and members of the Great Lakes Regional Fugitive Task Force, in the 800 block of East 87th Place on Wednesday.
The victim was taken to the University of Chicago Medical Center where he was pronounced dead.
There is no word about what led to the outage or when service is expected to resume.
