Michael Vazquez, 39, was arrested on Thursday after turning himself in at the Lake County Jail.
According to state police, a vehicle hit the pedestrian and continued to leave the scene without stopping to render aid to the victim.
The pedestrian was taken to an area hospital with life-threatening injuries. The age and gender of the victim were not released.
It's unclear what led to both crashes and the identities of the victims were not released.

Further investigation into the incident indicated that the vehicle was not shot at but was caused by other debris, according to ISP.
ISP said that a window of the vehicle was left shattered. All lanes were reopened in less than an hour.
Troopers responded to the scene for a report of an expressway shooting. Upon arrival, the rideshare driver told them they were shot at.
The trooper was going through the intersection of Route 59 and Higgins Road with his lights and sirens on, when another vehicle hit his squad car.
The age, gender, and condition of the victim were not released.
The driver and sole occupant of the vehicle, identified as a 35-year-old man, died from his injuries.
