The Trump administration has prepared plans to implement a policy that would allow U.S. officials to swiftly expel migrants on the grounds that they could spread diseases.
U.S. officials are preparing to distribute 1,250 appointments each day to migrants in Mexico so they can present themselves at ports of entry for an opportunity to be allowed to seek asylum.
On Friday, the first day since March 2020 in which the U.S. could no longer cite Title 42 to expel migrants, Border Patrol apprehended 6,300 migrants, a sharp drop from earlier in the week.
"We have had a plan for more than a year and a half, and we have been executing on that plan and we continue to execute on that plan," said Secretary of Homeland Security Alejandro Mayorkas.
This comes as Title 42 expires at 11:59 p.m. Thursday.
The U.S. is putting new restrictions into place at its southern border to try to to stop migrants from crossing illegally and encourage them instead to apply for asylum online through a new process.
More migrants are expected to arrive in North Texas with Title 42 expiring at 11:59 p.m. Thursday, but the vast majority won't be staying here.
The rule represents a major pivot by President Biden, a Democrat who campaigned on restoring access to the U.S. asylum system.
The program, which will initially apply to migrant families heading to four U.S. cities, is part of a larger Biden administration effort to deter migrants from crossing into the U.S. illegally.
