A bus flipped over Tuesday morning on the New York State Thruway in the Ulster County town of Plattekill.
Jing S. Dong of Staten Island, New York, was charged with two counts of involuntary manslaughter, with additional charges pending, Virginia State Police said.
Bin Shao of Flushing, New York, has been charged with second-degree manslaughter and criminally negligent homicide, according to court documents.
