After taking the victims' cellphones, the robbers have used the victims' banking apps to transfer money into their own personal accounts, police said.
Police said Wayne Frazier is suspected in several other similar robberies, and further charges were pending in cases in Arlington Heights, Berwyn, and Summit.
The robbery happened on Feb. 18 around 10 a.m. in the 1900 block of East 91st Street.
In each incident, four men got out of a dark sedan with guns drawn and robbed someone on the street in the Logan Square, Palmer Square, and Hermosa areas. CBS 2's Sabrina Franza reports.
The victim's husband said he just walked his wife to her car as she was on her way to work.

The incident happened around 7:15 p.m. on Feb. 18, at the station located in the 0-100 block of West 79th Street.
The robbery happened Sunday night at the 79th Street Red Line stop.
Jeffery Johnson, 36, was arrested on Tuesday in the 5500 block of West Grand Avenue in the Belmont Cragin neighborhood.
CBS 2 Legal Analyst Irv Miller said this was a clear case of self-defense on the part of the employee in the store on Chicago's Jewelers Row. CBS 2's Jermont Terry reports.
The employee is a FOID card and concealed carry license holder.
Tyrese Green, 18, was arrested on Thursday around 5:30 p.m. in the 3900 block of West Barry Avenue.
The offenders took cash and items from the businesses, according to police.
Authorities said the suspect allegedly approached the victim and engaged in a short conversation.
The robber implied he had a gun and threatened to shoot the victim if they didn't give up their cell phone.
Police said the robber took cash from the businesses.
The woman was treated by Chicago Fire Department paramedics on the scene, but refused further medical attention.
This was one of a string of attacks and robberies in several North Side neighborhoods Sunday night.
No one is in custody in any of the incidents.
