The victim was pronounced dead at the scene.
The two injured victims were taken to the hospital in fair condition.
Bryan Sutton, 62, of Flint, Michigan, was charged with one count each of criminal sexual abuse and aggravated kidnapping.
"All this ordinance does is prevent law abiding citizens from buying those firearms."
